            related forms.  All files are text (.txt), portable document format (.pdf)
            or tagged image format (.tif)  files.

            Downloading Text Files
                Most documents are in unformatted text only files.  These can
            be opened with any Internet browser and downloaded using the "Save
            As" Command on the File menu.

            Downloading .pdf Files
                A variety of goverment forms are presented in the portable document
            format (.pdf).  To view these files, you must first download and install
            Adobe Acrobat Reader.   This is a free download of approximately 5.5
            megabytes, which requires approximately 25 minutes at the typical
            28,800 bps modem speed.  
Get Adobe Acrobat Reader.  Even
            with Acrobat Reader installed, .pdf files are best viewed offline.
            To download a .pdf file in Microsoft Internet Explorer®, right click
            the file and use the "Save Target As" command.  In Netscape
            Navigator®, left click the file and use the "Save File to Disk" option.
            Don't rename the file until after you have saved it. These files cannot
            be modified without special software.

            Downloading .tif Files
                  A few files with significant graphics (such as stock certificates) are
            available in tagged image format (.tif).  Most users will not be able to
            view these files online without a special plug in browser product.  The
            files should first be downloaded (as described above for .pdf files)
            without renaming the file.  After download, the .tif files can be viewed
            with the Imaging program located in the Windows 95-98 Accessories
            folder and should so open from Windows Explorer.
